Brief Introduction of Returnees Enterprises Development Program

Afghanistan is a country experiencing a huge influx of returnees, many from Pakistan and Iran. In 2016 alone, the country welcomed 600,000 returnees. UNHCR predicts another 500,000 to 700,000 returnees by the end of 2017 which is mainly due to unfavorable living conditions in neighboring countries or forced eviction of these families. The Government of Afghanistan is committed to provide sustainable support to the returned families in terms of launching various income generating programs at the community and national level. The aim of such unique support programs is to facilitate returnees for their smooth settlement and reintegration with local community without burdening on their current available resources.  

The Government of Afghanistan destined and piloting Returnees Enterprises Development (RED) Program to support carpet sector value chain through Afghanistan Rural Enterprises Development Program (AREDP) of Ministry of Rural Rehabilitation & Development (MRRD). AREDP adopted various approaches for carpet values chain development, to increase the competitiveness of enterprises, create sustainable employment and income generating opportunities to alleviate poverty. Through this program the value chain of carpet sector will get enable to deliver products/services to the consumer more efficiently, with a higher quality and/or in a more unique form.

Overall objectives of 1 year concept are to achieve GoIRA vision of broad-based economic growth particularly for returnees in carpet sectors, to create and facilitate sustainable employment opportunities and increase income through enterprise/entrepreneurship development interventions in 8 provinces (Kabul, Nangarhar, Laghman, Parwan, Baghalan, Herat, Kandahar and Balkh) for 5,000 Returnees in Carpet sector. In order to increase income-generating activities from survival to strong and viable enterprises, the target group needs to access the full range of business support services, information, and technical capacity to develop their productive assets and businesses. AREDP will provide the selected beneficiaries the carpet weaving tools (Loom), raw materials, and other business resources. Additionally; in terms of keeping the program sustainable, AREDP will make beneficiaries linkages with local, national and international markets, which will help them to export their products and get viable revenue generation from the program.
